How to Write a Pesticide RFQ That Suppliers Can Compare

A pesticide RFQ, or request for quotation, should tell suppliers exactly what product to price, how it will be packed, where it is needed and what evidence the buyer expects. Put these requirements into the same written brief for every supplier. Ask each supplier to identify deviations rather than silently quoting a substitute.
This guide is for importers and distributors preparing a commercial sourcing enquiry. It provides a proposed procurement worksheet, not a pesticide recommendation, tender-law interpretation or permission to import. Averstar publishes it as supplier-owned educational content. Its AI-generated cover is an illustration, not evidence of a real transaction or a tested product.
Key takeaway: compare quotations only after their product, quantity, packaging, document scope and delivery assumptions have been aligned. A lower headline price cannot explain what has been omitted from an offer.
Define the product in your pesticide RFQ
Start with the active ingredient or ingredients, concentration, concentration basis and formulation designation. Specify whether you are asking for a formulated product or technical material. If you are considering alternatives, list them as separate options with their own requirements. That keeps a legitimate alternative from being mistaken for a like-for-like offer.
Attach the specification you want the supplier to review and ask for written confirmation of any differences. The FAO/WHO specifications manuals provide background on pesticide quality specifications. They do not mean that every supplier or formulation carrying the same ingredient name has demonstrated compliance with a particular specification.
Include the destination and intended commercial context so that the supplier understands the enquiry. The buyer and appropriate local adviser still need to establish the relevant registration and import position. An RFQ should not encourage a supplier to promise access to a market on the strength of a generic product name. If you are still choosing the formulation, first use the formulation comparison framework.
State quantity, pack size and the unit of price
Write the total required volume or mass separately from the number of retail units. Then state units per carton and any requested pallet configuration. Ask whether the price is per litre, kilogram, bottle or carton. Mixing those units makes two apparently similar prices difficult to compare and can conceal a simple arithmetic error.
Consider a hypothetical order for 2,400 L of a liquid product in 1 L bottles, with 12 bottles per carton. It represents 2,400 bottles and 200 cartons. If the same volume is requested in 5 L containers with 4 per carton, it represents 480 containers and 120 cartons. These calculations describe net product volume; they do not establish freight weight, pallet count or container capacity.
Ask the supplier to provide gross weight, carton dimensions and loading assumptions separately. Do not derive shipping space from liquid volume alone. If several packaging options are acceptable, request a separate price and packing breakdown for each option. The purpose is to make the cost difference visible before selecting a format.
Specify documents and review stages
Tell the supplier which documents you need for initial evaluation and which are expected for the supplied batch. Distinguish a sample certificate of analysis, often abbreviated COA, from a batch-specific report. Request the proposed specification, relevant test-method references and information required by the destination reviewer. Mark unavailable documents as open questions rather than assuming they will arrive later.
The Food and Agriculture Organization of the United Nations' provisional pesticide tender guidelines are historical background on structured procurement, specification-based evaluation and supply arrangements. They are not current rules for every market or a replacement for your organization's purchasing procedure. The worksheet in this article is our suggested commercial enquiry format.
Set out who will review the documents and what decision follows. For example, you may request a commercial offer first, then evaluate the technical file before progressing to a purchase order. Avoid treating a quotation as evidence that analytical results or registration documents have already been checked. Use the COA review checklist when actual batch data becomes available.
Describe packaging and artwork responsibilities
Tell suppliers whether you require their existing packaging, customer-supplied artwork or a new private-label design. Identify the required language versions and the party responsible for controlling approved text. Ask who supplies the print proof and at which point artwork changes affect the schedule or quoted cost. Keep unresolved design work visible in the offer.
The FAO guidance on pesticide labelling is a useful starting reference for label design and content review. Your RFQ should still name the destination and request the relevant local review. A supplier's attractive draft does not establish that a particular label is approved for sale.
For repeat orders, identify whether the artwork, closure, container or carton has changed. A previous purchase can be a useful reference, but it should not hide a revised requirement. Link the RFQ to the exact earlier order or approved packaging version rather than writing only “same as last time.”
Make timing and delivery assumptions explicit
State the required destination or named delivery point, the requested quotation basis and the desired delivery window. Ask suppliers to separate estimated production time from freight time. Request the conditions that start the production clock, such as order confirmation, payment arrangements or artwork approval. This makes schedule differences easier to interpret without assuming that every supplier uses the same starting event.
If your team uses an Incoterms rule, write the chosen rule, named place and edition, and have the relevant logistics or contractual adviser confirm that it fits the transaction. Ask the supplier to state included and excluded charges in plain language. Do not infer insurance coverage, duties or inland delivery from a price alone.
Request quotation validity and the assumptions behind freight estimates. A price prepared for one packing configuration or departure window may not address a changed order. When a change is made, ask for an updated written offer so the purchasing record does not combine incompatible versions.
Compare offers with a deviation log
Use the original RFQ as the comparison baseline. For each supplier, record the quoted product, packaging, documentation, delivery scope, validity and unresolved questions. A quotation can be commercially attractive while still needing technical clarification. Resolve material differences before ranking offers as equivalent.
Two common hypothetical situations illustrate the method. If one supplier quotes a different formulation, record it as an alternative rather than inserting its price into the original product column. If another omits private-label printing, request an updated offer including the agreed artwork scope. Neither difference automatically proves poor quality, but both affect what is being purchased.
Keep a short clarification log with the question, supplier answer, supporting file and reviewer decision. Do not convert “available on request” into “reviewed.” This provides a clean handoff when a different colleague prepares the purchase order or checks the incoming goods.
Copyable pesticide RFQ worksheet
The following template can be copied into an email or purchasing document. Complete the known fields and label the others “to be confirmed.” Send the same baseline to each supplier and request a separate list of deviations.
- Buyer reference and date: ___; destination market: ___.
- Product identity, concentration basis and formulation: ___.
- Specification attachment and revision: ___; permitted alternatives: ___.
- Total net quantity and requested price unit: ___.
- Pack size, units per carton and packaging options: ___.
- Artwork, languages and approval responsibilities: ___.
- Documents required before order and before shipment: ___.
- Requested delivery basis, named place and timing: ___.
- Quote currency, validity and included/excluded charges: ___.
- Supplier deviations and unresolved technical questions: ___.
Before sending, ask a colleague to check whether the quantities reconcile and whether a supplier could answer every field without guessing. Remove contradictory attachments. If a requirement is only a preference, identify it as such so suppliers can explain the cost or schedule tradeoff.
Send an enquiry that can become an order
A useful pesticide RFQ connects the product specification with a comparable commercial scope and a documented review process. Start with the worksheet, resolve material deviations and carry the agreed details into the purchase order. To discuss an offer, send your enquiry to Averstar with the destination, product, quantity and pack sizes. The final quotation should state its assumptions and outstanding requirements.
Editorial note: prepared on 20 October 2026. Calculations are hypothetical examples; no price, lead time, product performance or market authorization is promised. Institutional sources provide background, while the worksheet is an editorial purchasing aid. Send corrections to shi@averstarcn.com.
Frequently asked questions
Can I ask for a quote before selecting the formulation?
Yes, but describe the enquiry as an options review and request separate offers for clearly identified formulations. Do not compare the resulting prices as interchangeable products. Confirm the intended destination and arrange the technical and registration review needed to select a suitable product before committing to an order.
Is the lowest price per litre the best comparison?
Only after the underlying scope has been aligned can the price comparison be meaningful. Confirm product identity, concentration basis, packaging, documentation and delivery assumptions. Keep alternative formulations and excluded charges visible. The lowest stated number does not, by itself, establish the lowest cost for the same purchase.
Should a repeat order use a new RFQ?
A short updated enquiry is useful when quantity, packaging, timing, price validity or documentation needs have changed. Reference the earlier order and identify exactly what remains unchanged. Ask the supplier to confirm the current offer and deviations, rather than assuming an old quotation still applies to the new shipment.
